Climate Vulnerability

Gujarat’s economy and livelihoods are deeply intertwined with climate-sensitive sectors, making a focused vulnerability analysis essential. Agriculture, Micro, Small, and Medium Enterprises (MSMEs), and Water Resources form the backbone of the state’s economic activity, employment base, and resource security, yet all three face growing risks from recurring droughts, heatwaves, floods and cyclones. These shocks increasingly disrupt productivity, supply chains, and livelihoods across rural and urban areas.

Given their economic importance and high climate exposure, focusing on these three sectors enables a comprehensive and actionable understanding of Gujarat’s climate vulnerability, one that captures interdependencies, identifies priority risks, and supports evidence-based decision-making to enable targeted actions to reduce sensitivities and strengthen adaptive capacity across the state.
